It fits snugly in my 3.5qt pot and holds sufficient quantity, either small or large depending on my needs. Although it is not shown in the picture, it does include a cover that fits perfectly to capture the steam. I think this works more efficiently than a metal steamer insert. I would highly recommend this product.
